Dette har vært drevet av ønsker om økt ressursbasert verdiskapning, klimaendringer, bærekraftig utvikling og sikkerhetspolitikk. Det påvirker lokalsamfunn, miljøet, bedrifter, arbeidsplasser og innbyggere. Behovet for økt kunnskap og gode tjenester er stort.
